Aufgrund seiner Mitgliedschaft in der KPD (seit 1931) und wegen aktiver Nazigegnerschaft wurde er 1934 mit dem Tatvorwurf "Vorbereitung zum Hochverrat" in das Zuchthaus Brandenburg inhaftiert, von 1938 bis Kriegsende war Sandberg als Jude und Kommunist im KZ Buchenwald eingekerkert. 1944 entstanden dort 18 Zeichnungen aus Ruß, die er später im Zyklus Eine Freundschaft veröffentlichte.Nach dem 2. Weltkrieg wurde Sandberg zusammen mit Günther Weisenborn von Dezember 1945 bis August 1950 Mitherausgeber der Satirezeitschrift "Ulenspiegel". Ab 1949 entstanden zahlreiche Bühnenbilder, so unter anderem für das Deutsche Theater, die Volksbühne und das Theater am Schiffbauerdamm. Von 1954 bis 1957 war Herbert Sandberg Chefredakteur der Zeitschrift Bildende Kunst. Danach arbeitete er freischaffend in Berlin. 1972 wurde er zum Professor ernannt und unterrichtete als Gastdozent an der Hochschule für Grafik und Buchkunst Leipzig.
